However, with 37 total numbers, the true odds of winning on any specific number are actually 36 to 1.
This discrepancy (payout of 35 to 1 vs. true odds of 36 to 1) gives the house an edge.

That's like saying the casino will welcome players that win a slot jackpot. Sure they will. It gives them publicity, but there's no such thing as a winning slot system anymore than a winning roulette system. Each spin on the wheel is mathematically independent from the previous. You can't come out ahead by predicting the next bet based on the last number. Nor can't you come out ahead by any method of increasing your bets.
